Why is Jerome Larkin still at the ARDC with a law license?

In the most recent filing of the IARDC (Jerome Larkin) before the Illinois Supreme Court there is an admission of a felony – i.e. after making wrongful payments to unlicensed professionals (court reporters), Larkin being aware of the wrongful payments and misuse of public funds exparte by false pleadings sought and obtained from the Supreme Court of Illinois an fraudulent order requiring JoAnne Larkin to reimburse for his wrongful and fraudulent payments.
My question is very simple – why is Jerome Larkin not under arrest for the obvious fraud that he committed!
